International
experts agree that cargo has become the weak
link in the aviation security chain.
Aviation
authorities and airlines have invested
significant efforts in improving the security
passengers, passenger baggage, and the aircraft
itself. Therefore, cargo has become a more
attractive target for terrorists who wish to
harm airlines and their passengers.
Freight
of every type, size and weights, arriving from
many different sources and countries are loaded
onto aircraft without proper measures being
taken to ensure that they are "clean" and do not
constitute a danger to the flight. The cargo
issue is much more complex because many items
may not be opened for inspection and/or is
delivered to the carrier by a forwarder or agent
who does not know what is contained therein. In
addition, all procedures need to be completed
very quickly.
In
order to meet this difficult challenge, Eyal CIL proposes to conduct a Cargo Security
Survey. The purpose of the survey will be to
study the existing security procedures at each
particular station and the specific issues
related to that station. The survey will
emphasize the following:
Become
thoroughly familiar with the entire cargo
facility and offices.
Study
the existing security system.
Familiarize
himself with all the commercial activity at the
facility.
Meet
with cargo managers, sales personnel, handling
company staff
and forwarders' representatives.
Become
familiar with the types of cargo handled,
quantities, methods
used.
Once
the survey has been completed at the station,
the findings will be evaluated, the risk
analyzed and security system (with accompanying
procedures) devised. Care will be taken to
ensure that the proposed security systems will
enhance cargo operations and not hamper them.

Prepare a proposed handbook of detailed
procedures for cargo and mail.
Establish a full training and drills program for
security handling of cargo and mail. |
